Sagnarigu Municipal Assembly cordially invites all residents, traditional authorities, civil society organizations, youth groups, business operators and the general public to the “Accounting to the People Forum” 
The Sagnarigu Municipal Assembly held its maiden Accounting to the People Forum, reaffirming its commitment to transparency, accountability, and participatory governance in line with a national directive from the Office of the President.
Addressing traditional leaders, government officials, development partners, civil society organizations, the media, and residents at the Assembly Hall Complex, the Municipal Chief Executive (MCE), Hon. Abdulai Imoro Gong, described the forum as both a constitutional and moral obligation aimed at strengthening public trust in local governance.
According to the MCE, the initiative is grounded in Article 240 of the 1992 Constitution and the Local Governance Act, 2016 (Act 936), which require local authorities to conduct public affairs in a transparent, accountable, and participatory manner.
Hon. Gong emphasized that citizens have the right to know how public funds are mobilized and utilized, stressing that residents deserve clear information on revenue generated by the Assembly, expenditure, completed development projects, and social intervention programmes implemented within the municipality.
He announced that the Assembly would present a comprehensive report covering its 2025 performance and the development outlook for 2026. The report, he said, would include details of completed, ongoing, and planned projects, including the construction of Community-based Health Planning and Services (CHPS) compounds, markets, schools, and other infrastructure aimed at improving the living conditions of residents.
The MCE also indicated that the Assembly would account for the utilization of the District Assemblies Common Fund (DACF), Internally Generated Funds (IGF), and other sources of financing. In addition, the forum would assess the impact of key government flagship programmes and social interventions such as the Livelihood Empowerment Against Poverty (LEAP) programme and the National Health Insurance Scheme (NHIS).
While highlighting the Assembly’s achievements, Hon. Gong acknowledged that accountability also requires openness about challenges. He assured participants that the Assembly would openly discuss setbacks encountered during implementation and explain measures being taken to address them.
Describing himself as a servant of the people, the MCE pledged to continue serving the residents of Sagnarigu with diligence, honesty, and integrity while remaining committed to fulfilling the government’s development agenda.
He encouraged participants to actively engage during the open forum by asking questions, offering constructive criticism, and making recommendations that would contribute to the municipality’s growth. According to him, public participation is central to ensuring effective local governance and improving service delivery.
Hon. Gong further announced that the Accounting to the People Forum would become a permanent feature of the Assembly’s governance structure and would be organized twice each year to promote continuous dialogue between the Assembly and the public.
He also underscored that sustainable development is a shared responsibility, urging residents to support the Assembly by protecting public infrastructure, paying rates promptly, maintaining peace, and ensuring that community projects are properly utilized.
The MCE concluded by expressing appreciation to President John Dramani Mahama for introducing the directive, which he said would strengthen local governance by bringing government closer to the people. He also thanked traditional authorities, Assembly Members, development partners, the media, and residents for their continued support and contributions toward the municipality’s development.
The maiden forum is expected to strengthen transparency, deepen citizen participation, and foster greater collaboration between the Sagnarigu Municipal Assembly and the communities it serves.
