Central Administration

Central Administration is headed by the Municipal Coordinating Director (MCD) and serves as the administrative engine of Sagnarigu Municipal Assembly. The department oversees the implementation of government policies, projects and programmes within the Municipality, and coordinates the work of all other decentralised departments.

The Head of Department acts as Secretary to the Assembly, chairs the Municipal Planning and Coordinating Unit (MPCU), and advises the Municipal Chief Executive on administrative and policy matters. Central Administration is also responsible for developing the skills and capacity of Assembly staff.

Development Planning Unit

Leads the preparation, implementation and monitoring of the Municipality’s Medium-Term Development Plans, Annual Action Plans and progress reports, and coordinates stakeholder input into local policy formulation.

Procurement & Logistics Unit

Manages the Assembly’s procurement plan and activities in line with the Public Procurement Act, oversees store management and asset disposal, and prepares procurement reports for the Public Procurement Authority.

Budget Unit

Provides technical leadership in preparing and managing the Assembly’s budget, advises on the financial implications of Assembly decisions, and supports fee-fixing resolutions.

Management Information Systems (MIS) Unit

Maintains the Assembly’s IT infrastructure and systems, advises on office technology needs, and implements measures to safeguard the Assembly’s digital resources.

Client Service Unit

Serves as the communication link between the Assembly and the public, creating awareness of SagMA’s programmes, policies and activities among residents and stakeholders.

Records Unit

Manages the Assembly’s incoming and outgoing correspondence and maintains the Municipality’s records management system.

Administrative Unit

Implements policy decisions from the Local Government Service, promotes stakeholder participation in Assembly programmes, and coordinates the activities of the various units within the department.
